I would recommend picking a sot you/your group wants to visit and adding cooking classes/good tours based on trip advisor. I took urban adventure cicchetti tour in Venice (Venician tapas), market tour and cooking classes with Giovanni in Venice, food tour in Copenhagen and tapas spots, Scotch experience in Edinburgh, tapas and market tour based on to pucks in trip advisor and lovely planet in Barcelona and Madrid. If you prefer packaged vacation, you can check locally with Divino studio on Preston (i think they have done food travel trips before) or ask a travel agent,l to search for you or do google search for culinary travels.
Enjoy you culinary travels:)
Cheers!

Italy - November was my 3rd year going to Abruzzo Cibus. I have nothing but high praise for Massimo (the owner) and his staff. They are all very passionate and proud of their region and heritage. And they want to share it with you.
There is one Italian chef and one American expat chef. Both speak English and Italian. If you are a beginner cook or more experienced, there is something for everyone. There are a culinary/cultural excursions that are included in the price.
In the past we have been to an olive grove, a cheese factory, a bell foundry, a fishing village, a butcher.
Everything is included your lodging, all meals, wine, transfers from Rome to Carunchio and excursions. There may be a few extra activities that are not included like massages, mosaic class. But they are not expensive.
I went on another Italian cooking vacation in May and I would not recommend it at all. The excursions added up to about 150 euro extra per person. It made me realize how spoiled we were at Abruzzo Cibus.

Some ideas:
1. New Orleans.. - French Quarter Fest is great and there are several cooking schools in town.
2. Friends told me of some in Napa Valley or Sonoma.
3. I like le cordon bleu cooking school and the London and Paris one have some interesting short classes including the 1 day cuisine and 1 day pastry workshops in London.

I attended cooking classes in both Chang Mai and Bangkok, Thailand. My preference was the former however both experiences were outstanding.
~20$ CAD got a guided trip to the market to purchase ingredients, cooking and eating a 4 course meal (app, curry, noodle and desert) and as much Chang beer as one can tolerate. Yum!
