No, it isn't.

If I have a question, I want to have it answered to the best ability of the staff. I don't know about anyone else, but I don't like surprise charges on my bill, either.

If I want to know what the fish is and they can't/won't tell me, I don't want to see a surcharge for asking a reasonable question.
