I can echo Nanook's comments. We found the renovations to be an improvement and also encountered accuracy issues with the (friendly) service.
The food is great though! Prices are negligibly higher (maybe 10-20%) than other Vietnamese restaurants, yet it's clear that quality is noticeably better. The grilled beef is tender, herbs are fresh, and flavours have more depth.
We had several appetizers, including the Vietnam Palace Special Salad, which was a wonderfully refreshing dish. The bulk of it was either a crunchy/chewy pickled cabbage or jellyfish (likely the former, but if you've had jellyfish you'll know what the texture was like).
I went to Vietnam Palace with friends this week and it was my second time. They've expanded the restaurant quite a bit since the last time, before the fire at Booth/Somerset. The food was wonderful - I ordered a #9 (4 spring rolls), #22 (Quail) and small P3 (Beef Sirloin Pho).
The spring rolls were amazing, and I dutifully wrapped them in the lettuce. The quail was crisp (fried) and the meat was pretty good quality. The lemon paste/sauce you dip it in is a great compliment. But, it's a lot of work for a little meat! The pho was great as well. A nice-sized portion for a small that I couldn't finish.
My only complaint was the service. I guess they must be used to having to help people order, because our waitress kept assuming things with orders and there were mistakes at every part of the meal. Mr. Nanook and I ordered separately, and we each ordered a #9. Only one was brought and we had to ask for another (we LOVE our spring rolls!). Our friend asked for the green onions omitted from the pho, and it came with them. There were still onions floating in around in it when it was brought back after our friend pointed out that they'd put them in. I won't outline all the mistakes, but those are just a few of several over the course of the meal. I'll go back, because the food is so amazing, but I'll ask to be served by someone else.
The Superior Seafood Soup is a must-have if you enjoy seafood soups like the almost gelatinous Crab Meat and Sea Foam soup you find in Chinese restaurants. This soup is full of chopped shrimp, scallops, and surimi. Delicious!
